<br />and is hereby provided that administration of these improvements. and negotiations <br />with the subdivider for the securing of same, will be the responsibility of the City <br />Manager, or his designated agent, rather than the obligation of the Planning <br />Commission in its administration and enforcement of the other sections of this <br />ordinance. <br /> <br />The subdivider, in the course of complying with the pre-application procedures <br />as established by Section IV, par. A of this ordinance. shall acquaint himself with <br />the improvement requirements and shall as a result of consultations and negotia- <br />tions with the City Manager, or his agent, reach a determination as to the <br />accomplishments of these improvements within the proposed subdivision. Should <br />the subdivider contemplate developing only a portion of the subdivision. as allowed <br />in Section IV, par. C -2, then detailed improvement planning may apply only to that <br />portion except as improvements within the portion may affect or be affected by <br />all or parts of the remainder of the subdivis ion. <br /> <br />When the subdivider submits to the Commission, in accordance with Section IV, <br />par. B (1), his preliminary plat he shall include as a part of his presentation a <br />plan for the accomplishment of improvements. The Commission at the time shall <br />further receive from the City Manager, or his designated agent, a statement <br />indicating that the subdivider and the City have reached agreement on the required <br />improvements and procedure for obtaining same as stated further in this section. <br />This statement will constitute evidence to the Commission of compliance with <br />this section. When the City Manager, or his designated agent. allows variations <br />from this section a statement to the Commission shall indicate such variations <br />and the reasons therefor. <br /> <br />In the case that the subdivider and the City Manager, or his designated agent, are <br />unable to reach agreement on the accomplishment of subdivision improvements <br />then the subdivider shall be entitled to make appeal to the City Council for final <br />determination. In this latter situation the Commission shall take no action on the <br />preliminary plat until it is advised by the City Manager that the improvement <br />plans of the subdivider are in accordance with this section with such special <br />variations as may be allowed by City Council. <br /> <br />B. Required monuments, utilities, and street improvements. <br /> <br />1. Monuments. <br /> <br />Monuments shall be placed at all block corners, angle points, points of <br />curves in streets, and at intermediate points as shall be required by the City <br />Engineer. The monuments shall be of such material, size and length as may <br />be approved by the City Engineer. <br /> <br />2. Water. <br /> <br />The subdivision shall be connected with the City water supply system and the <br />public supply made available for each lot within the subdivided area. <br /> <br />- 13 - <br />
