Thereafter, <br />appointments to the Commiss ion, except as othervdse provided herein, <br />shall be made by the City Council for three-year terms. Terms of the <br />Corunission members shall expire on January 31 of the respective years. <br />Vacancies caused by the resignation, moving of residency from the City, <br />death or renoval from office of any of the members shall be filled by <br />the City Council for the unexpired term. <br /> <br />2. The members of the Commission shall receive no cor:lpense,tion. Upon t.lIe initial meeting of the Conrrnission first appointed under this <br />resolution, tho members present shall elect a chairman and a secretary <br />who shall each act in the elected capacity for one year ending January <br />31, 1958. Thereaftol" the Commission shall armually, at their first <br />rtlE!eting llfter February 1st, elect a chairman and a secretary for the <br />ensuing Conmc~ssion year. A member shall not SC1~""C as chairman for <br />more the.n tvro consecutive OJ1e-ycar periods. Tne secretary of the <br />Corrnnission may be elected froLl the meubership of the Conunission or the <br />Commission may 2p~)oint any other resident of the City to that office. <br />Ho,'{eyer, if such secretary is .from the outside 0:: the Comr:d.ssion member- <br />ship, he or she shall not have D. vote on the COJ':'L'TIission nor shall act as <br />a member of the Comrnssion and shall serve at the pleasure of and under <br />such other conditions as the Con@ission may determine. <br /> <br />4. The Com.1iussion shall establish such schedule, time and place of llEetings <br />as it deems proper for the execution of its duties. A quorum to transact <br />business shall consist of three members. <br /> <br />5. The purpose of the Corrnnission on Hunan Values is to s tucly, plan and pro- <br />gram. for the human value needs of the City of M:artinsville with the aim <br />of aidine each citizen to improve mentally, ph:rsically and spiritually. <br />The Commission shall evaluate the report of the Idayor's Corranission on <br />Human Values which report was su'anitted to the City Council and to the <br />citizens of ?,:artinsville on January 3, 1957. This report, together with <br />supplementary material thereto, is to serve as the basic guide for the <br />work of the Commj.ssion, hOivever, the Commission need not confine itself <br />to the said report but may gather and evaluate material, investigate and <br />study, and plan and pl."ogram in such different or related fields and/or <br />activi ties as may be deemed advantageous to the accomplishment of the <br />purpose of the Commission. <br /> <br />6. The Commission shall take the initative in e:A-panding the development and <br />improvement of human needs in the corrmunity through programs of action. <br />The Commission Llay inform the citizens of the City of its findings, plans <br />and programs by methods as the Commission may determine to be best in <br />carrying out its "fork. In t.~ose cases where action by the City Coureil <br />is necessary or appropriate to the accomplishment of t.l1e Commission <br />objectives, the Corirnission will submit such matters to the City Council, <br />furnishing the Cit;y Courx::il with a report setting forth fully the findings, <br />conclusions and recommendations and methods of accomplishing sallE. <br />
