Walker. <br /> <br />.,- <br /> <br />After tre invocation, Council approved as read the minutes of its regu1202^ rreeting <br /> <br />held October 9, 1956. <br /> <br />In reveiving the follorrinrr Planning Commission report (dated October 23, 1956), <br /> <br />cover:i ng over-all and long-:'ange planning for ~\1artimville and the results of the <br /> <br />Citv's efforts to finance such planning through the urban renewal program of the <br /> <br /> <br />Federal Government, Council voted to consider this report at its forthcoming November <br /> <br />13th meeting at vIhich time members of the Planning COr.1nission are irrvi ted to attend <br /> <br />and discuss the report with the CounCil: <br /> <br />The Martinsville Planning Commission has, far sore months, considered <br />the possibility of improving the dO'\'m-twon area of Martim;ville through <br />an urbCL.'1. renewal program. <br /> <br />Urban renewal is a program sponsored by t he Federal Government 1L.'1.der <br />the supervision am control of the Housing and Home Finance Agency. <br />It is a program designed to provide for he21thy future use of the city's <br />natural resources, to rid a city of undesirable housin(' and commercial <br />buildings and to ward off the devaluation of property through neglect <br />and economic decay and to prevent stagnation because of traffic con- <br />gestion. In order to qualify and become eligible for the benefits of <br />such a program, a city mus t be able to show the relationship between <br />the planning for the urban renewal area and. an overall planning program <br />for tb.e city. <br /> <br />To facilitate the formation of an overall plan ;:>..Del program for a <br />c:::..ty, the Federal Govermnent makes available to the cities certain <br />matching funds a a planniYlG grant toward the ult:Lllate formulation of <br />this general plan. These moneys are JKo.de avai1able through the H H F A <br />under Section 701 of the Federal Housing Code. The conditions are as <br />follows: <br /> <br />1. That the state in vvhich the city is located has in operation a <br />planning agency. <br />
