<br />FortunateJy, Federal funds are readiJy available to do the necessary
<br />exploratory work, then, if the project is later a~)proved and the necessary
<br />public approval later obtained, these costs lffOuld become a part of the
<br />total project costs. As you know, the Federal Gover:lIilent ....rill bear tvvo-
<br />thirds of the allocable cost of renewal projects of this nature with the
<br />remainder to be borne by the city in money and services. On the other hand,
<br />if the project is not justified and not approved by t:he public, these
<br />exploratory studies YJith such Federal funds can be made at no cost to our
<br />city. In order, however, to obtain such Federal monies for exploratory
<br />studies and creat:i_on of a workable plan, it wiD. first be necessary to
<br />es tablish a loco.l Urban Reccvelopnent Authority in order that application
<br />for such funds may be "l,-,de. This may be clone, of course, without commiting
<br />the city or 01JY cmrJ:1uni ty to the completion o i.' a renevI2cl project.

<br />1. That appl:Lcation be l1lDde t11r'OUB;h the state Division of Planni.ng
<br />and Economic Development to the Urban Renevml Achninistration for the
<br />necessaF.f plannin[~ funds to carry out a complete study ani the preparation
<br />of a 'workable l)lcm that viTi.ll correct the downtovm traffic problem and, at
<br />the same time, 'oreserve our downtown area and its taxab Ie values from
<br />economic loss and blight brought about by such traffic strangulation.

<br />2. That a loco.1 Urban Henewal Authority be created in accordame
<br />wi.th la'll in orcJer that aoplication for such Federal fUl1ds may be made.

<br />Should the C01J.l1cil see fit to follow these reCOT.1Inenclations, it is
<br />believed that the resulting studies would inform us as to whether or not
<br />the cas t involved in connection with the correction of ~~is most serious
<br />problem would be justified. It is the further desire of the C omw.ission,
<br />after ascertainment of the costs, to hold a number of public hearinp,s in
<br />order to learn mare fully the desires of the p1iiJlic before making any
<br />further recorrrrr,enclations on thi.s subject.
