<br />48 <br /> <br />TUESDAY <br /> <br />APR !~}O..! 1962 <br /> <br />awned and recently built by Mr. Davis--northeast of Route 220 South outside the <br />City's corporate limits and near Smith River--to the City's water and sewer <br />utility systems, with the stipulation that the petitioner will pay the pre- <br />vailing rate for water furnished outside the corporate limits (twice the <br />"inside" rate) and a rate of one-and-one-half times the City's sewer service <br /> <br />charge for sewer service. <br /> <br />Upon being informed by the Trustees of Calvary Christian Church, through their <br />petition for property tax: exemption, that the church has owned residential <br />property at 714 Clarke Road since February 1, 1962, and is using this property <br />for a parsonage, Council directed that this property be exempt from local <br />property taxation from said February 1, 1962. <br /> <br />City Manager Hirst inforrred Council not only of the need for having an electric <br />system survey and stud;)r made in the very near future--from which an appraisal <br />and evaluation may be obtained as to power distribution and load factors, to <br />assist. in planning for future system needs--but also that bids have been <br />recpived (for which funds have been appropriated) from several independent <br />engineering firms for the conduct of such a study; however, Council suggested <br />that the City Manager inquire of Appalachian POI'i'er Company as to whether it <br />could and would conduct such a stuqy and at what cost to the City. Pending a <br />reply to this inquiry Council withheld action on awarding a contract to any of <br />the firms from which bids have been received. <br /> <br />Coundl also withheld action, pending a decision of the Henry County Board of <br /> <br />Supervisors, on a proposed contract between the Henry County Board of Sunervis ors <br /> <br />and the.
