<br />39 <br /> <br />TUESDAY <br /> <br />DECEHBER 19. 1961 <br /> <br />The regular semi-montlLly meetinc of the Council of the Cit:T of Martinsville, <br /> <br /> <br />Virginia, re-scheduled by order of Council to this date, was held in the Council <br /> <br /> <br />Chamber, City Hall, Tuesday, December 19, 1961, at 4:30 P.N., all members being <br /> <br /> <br />present, viz., Mayor J. Frank Wilson, presiding; Vice-!'~yor Fred T. Renick; <br /> <br /> <br />Thomas J. Burch; E. E. Stone; and furry L. Boaz. <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting <br />held De oomber 12, 1961. <br /> <br />Through Commissioner of the Revenue J. David Morris, Council received a petition <br /> <br /> <br />from Williams & Taylor Coal Company requesting a refund of business license <br /> <br /> <br />taxes paid for the ]. i cense tax year beginning May 1, 1961, in arc anormt pro-rated <br /> <br />to that portion of the calendar year 1961 after June 12, 1961, on which date this <br /> <br /> <br />firm closed out its business. Upon being advised by City Attorney Cubine that the <br /> <br /> <br />statutes do not provide for any such refund, Council denied the petition. <br /> <br />Through School Superintendent John D. Richmond, the City School Board advised that <br /> <br />it has offered the North Martinsville Elementary School building for use as a <br /> <br /> <br />commrmity college and, therefore, this bUilding wi1l not be available for use <br /> <br /> <br />by the Health Department--as had been proposed--unless :tts use is refused by <br /> <br /> <br />the corranuni t;:l college. <br /> <br />City Ha.1'1ager Hirst cited the need for a ,juvenile probation officer in the City of <br /> <br /> <br />Martinsville and asked that Cormcil give this matter consideration in preparing <br /> <br /> <br />and adopting the forthcoming 1962-63 budget. <br />
