<br />382 <br /> <br />TUESDAY <br /> <br />OCTOBER 31, 1961 <br /> <br />A special meeting of the Coun:::il of the City of Martinsville, as called by <br />unanimous direction of the Council during its regular meeting held October 24, <br />1961, for the purpose of receiving a proposed new or revised Zoning Code and <br />Map for the City of Martinsville, as prepared by the Planning Commission, was <br />held in the Council Chamber, City Hall, Tuesday, October 31, 1961, at 7:30 P.M. <br />All menDers of Council were present, viz., Mayor J. Frank Wilson, presiding; <br />Vice-Mayor Fred T. Renick; Thomas J. Burch; E. E. Stone; and Harry L. Boaz. <br /> <br />After the invocation, Mayor Wilson stated the purpose of the meeting and expressed <br />Council's appreciation to the Planning Commission for its many long hours of <br />serious smdy in preparing the recommended revisions of the Zoning Code, as <br />presented through Planning Commission Chairman leon G10bma.n. This Code, as <br />presented, consisted of three inter-related divisions, as follows: <br />(1) Thoroughfare Plan (previously presented to Council) J <br />(2) Zoning Ordinance; and <br />(3 ) Zoning Map. <br /> <br />In its presentation, the Commission described soroo of the studies made by the <br />Commission which served as a basis for its conclusions, such as a study of <br />records and trends, birth rates, economic base and growth, land usage (of which <br />it was predicted that 9(Jf, of the City's residential la.n:i area will have been <br />developed by the year 1975), and traffic patterns and problems, The Commission <br />strongly recommended that immediate and (what-might-be-terrood_as) revoluntionary <br />action be taken not only to prevent furtmr traffic stagnation but also to <br />improve traffic conditions, for t.lte convenience of the public as well as <br />economic stability of the business districts.
