382 TUESDAY OCTOBER 31, 1961 A special meeting of the Coun:::il of the City of Martinsville, as called by unanimous direction of the Council during its regular meeting held October 24, 1961, for the purpose of receiving a proposed new or revised Zoning Code and Map for the City of Martinsville, as prepared by the Planning Commission, was held in the Council Chamber, City Hall, Tuesday, October 31, 1961, at 7:30 P.M. All menDers of Council were present, viz., Mayor J. Frank Wilson, presiding; Vice-Mayor Fred T. Renick; Thomas J. Burch; E. E. Stone; and Harry L. Boaz. After the invocation, Mayor Wilson stated the purpose of the meeting and expressed Council's appreciation to the Planning Commission for its many long hours of serious smdy in preparing the recommended revisions of the Zoning Code, as presented through Planning Commission Chairman leon G10bma.n. This Code, as presented, consisted of three inter-related divisions, as follows: (1) Thoroughfare Plan (previously presented to Council) J (2) Zoning Ordinance; and (3 ) Zoning Map. In its presentation, the Commission described soroo of the studies made by the Commission which served as a basis for its conclusions, such as a study of records and trends, birth rates, economic base and growth, land usage (of which it was predicted that 9(Jf, of the City's residential la.n:i area will have been developed by the year 1975), and traffic patterns and problems, The Commission strongly recommended that immediate and (what-might-be-terrood_as) revoluntionary action be taken not only to prevent furtmr traffic stagnation but also to improve traffic conditions, for t.lte convenience of the public as well as economic stability of the business districts.
