<br />~52 <br /> <br />TUESDAY <br /> <br />JULY 25. .:l.2M. <br /> <br />To The P1()norable, <br /> <br />The Planning Commission of the City of 11irtinsville, Virginia <br /> <br />The undersigned citizen and taxpayer of the City of Hartinsville, owning <br />and residing in a valuable residence, adjacent and conti~lous to the <br />property generally known as the Starling Thomas property, sought to be <br />rezoned from A-1 Residential classificatioCl to P-1 Professional classification <br />in order to construct a Hedical Office Building, respectfully protests the <br />granting of such application for the follo'.finf, reasons: <br /> <br />(1) Protestant is now, and has been for many years past, a resident <br />of this area, an occupant of a valuable residence; that relying upon <br />the zoning restrictions now in ef.fect, he has in the p3..st, and nOvT is, <br />maintaining his residence in a desirable state of maintenance and repair, <br />calculated to make such area desirable as a place of residence; and, <br /> <br />(2) That any deviation fron the present zoning ordinance, either <br />temporary or nerrranent, is objectionable to tta Protestant, by reason of <br />being adjacent to a busines::'. establishment, tte erection of "\:hich is <br />calculated to produce objectionable noises, and increase the traffic <br />congestion incident to this area; and, <br /> <br />(3) That the granting of the r(~-classification sought by the <br />Petitioner, will tend to decrease the value of Protestant's property as <br />a residence, and cause annoyance and hardship to the Protestant; and, <br /> <br />(4) That the premises sought to be re-classified should be reserved <br />for acquisition by either, or both, the Hartinsville GeCleral Hospital or <br />the City of Martinsville, for the purpose of expandiClg the present <br />facilities of said Hospital to take care of such expansion of its facilities <br />consistent with the anticipated grovrth a::lct exp,'lnsion of the population o:~ <br />the City of Martinsville; and, <br /> <br />(5) That the construction of a Medtcal Office Building or any other <br />building upon these premises is not required by any demand of Public <br />Convenience and Necessity; and, <br /> <br />(6) That the granting of the prayer of the ?etitioner vlEl amount <br />to "Spot-Zoning," which action, on the part of the publJc authorities, <br />has in the past been consistently denied to other Petitioners. <br /> <br />Respectfully submitted this April 19, 1961. <br /> <br />N.
