At tb.at time some of <br />these same physicians, 1-lith Dr. Philip Sprinkle as a spokesman, <br />obtained an option to purchase this same prcrperty in order to construct <br />a medical building. Prior to any negotiations vii th architects and <br />others the option was offered to the hospital and was refused. When <br />Dr. Sprinlde found he 1-laS leavinf~ H'J.rtinsvi11e and vThen one of the <br />other doctors joined in the constrGction of the Cleveland Professional <br />Arts Building the project vTas defeITed. <br /> <br />In 1960, an Ol)t.ion was again offered the hospital trustees by a local <br />realtor to purchase this property for an ail101h'1t less that the C1..UTont <br />option. Again this vTaS refused by the hospital. <br /> <br />Hith these facts in mind, the undersigned obtained an option and <br />solicited all interested physicians pre.~ticing s.t tho H9.rtinsville <br />General Hospital to lJarticipate in the erection of a medical building. <br />Fol101ving a meeti::1[ of many physicia::1s, four elected to proceed and <br />the plan for re-zoning was presented to the City Council. <br /> <br />The City COlli1cil properly refeITed this to the PJarm.ing Cormnission. <br />Despite the usual publicity offered the request, the Planning Commission <br />wrote a letter to the hospital trustees, a copy of Hhich is available <br />in the minutes of the Planning Corrrnission, advising them of the request <br />for re-zoning and recommending that they give consideration to the <br />acquis=_tlon of this property. 'i'he public h8arir:::~ 1JaS then held by the <br />Planning Commission at I-Thich time only one protestant to the re-zoning <br />appeared, this being }~. Nicholas Schott land who said, in effect, t~~ough <br />counsel, that he opposed the re-zoning; but, should tbis property be so <br />re-zoned he would also request that his property be likevnse re-zoned. <br />The hospital trustees "lere not represented in person or by counsel at the <br />public hearing and did not object to the re-zoning. <br /> <br />1'le are in accord vlith your ?J..arming Corrrrnission that this property should <br />best be devoted to the medical needs of this cOmMUnity. We would go <br />further, ho~~ver, and rec~~end t~at all remaining property within the <br />block bouncied by Starling Avenue, Church Street, Oakdale Street and <br />Eul berry Road be lH~eVlise held in reserve for medical needs. He differ <br />from your Pla,ming Commission in that it is our contention that the most <br />immediate needs for the people of this town are medical faciEties as "Te <br />plan to construct and that this should be erected on the Starling Avenue <br />portion of the Fe"T property. <br /> <br />He are at present in search of doctors to treat diseases of the eyes, ears, <br />nose and tb~oat, but there is no available office space within reasonable <br />proximity of tJ1C hospital to offer as an inducement for them to practice <br />here. <br /> <br />In arbitrarily setting aside trQs piece of property for the hospital's <br />use several important points hould be brought out. At no time has <br />anyone in opposition to the use of this property for a medical building <br />offered an;)" concrete evidence for the hospital's future need or use of <br /> <br />
