<br />with Councilman Renick's suggestion; further, Council transferred the sum

<br />of $3,000..00 from General Fund's Emergency Account to the nark development
<br />

<br />program to finance to that extent the cost of the program.
<br />
<br />In reviewing the City's l~ater Utility System--what has been done and, also,
<br />
<br />what should be done towards improving the water distribution system--City
<br />
<br />Mana~er Hirst indicated the need for a special and informal meeting of the
<br />
<br />Council to study the City's consulting engineers' water system report made
<br />
<br />several years ago, copies of which are to be made available to members of
<br />
<br />Council.
<br />
<br />City Hanager Hirst informed Council that the Norfolk 8:. \.Jestern Railway Company
<br />
<br />has made known its intention of filing, in the near future, its petition with
<br />
<br />the State Corporation Commission reouesting permission to discontinue its
<br />
<br />rail passenger service between Roanoke, Virginia, and H"inston-Salem, North
<br />
<br />Carolina, because of lack of demand for this service and because of resulti~g
<br />
<br />financial losses from its operation. Council directed that the local Chamber
<br />
<br />of Commerce--a"d the Chamber's Transportation Com..m:i.ttee--be advised of this
<br />
<br />intention in order that the Chamber might apnraise the consequences and take
<br />such action thereon as it deems anpropriate.
<br />
<br />In response to an inquiry from City Treasurer William R. Shumate, Council
<br />
<br />indicated that there is no need for requiring advance utility deposits from
<br />business firms located and operating within the J. Ben Davis business develop-
<br />ment on Route 220 South, just outside the City's south corporate linits, inasmuch
<br />
