<br />Upon motion, duly seconded and unanimously approved, Coumil approved the opening of an
<br />
<br />alleyway between Cleveland Avenue and Starlirg Avenue, immediately to the rear and adjacent
<br />
<br />to the tier of properties fronting the south side of Church Street within that block, approval
<br />
<br />being given on the conditions that the corporation "15 Cleveland, Inc." will clear the
<br />
<br />alleyway, grade, drain, and pave it at no cost to the City but to City specifications, with
<br />
<br />the understanding that the City will maintain said alleyway and with the further understandiQ?;
<br />
<br />that traffic flow or direction through the alleyway will be determined upon usage.
