<br />_38 <br /> <br />TUESDAY <br /> <br />MAR~H 8, 1960 <br /> <br />Rather than close streets for the purpose of making theEl available for sleigh- <br /> <br />riding duri ng the winter during and after heavy snovi-falls, Coure il authorized and <br /> <br />instructed City Manager Hirst to provide paths or runs in the City parks <br /> <br />for sleigh-riding. <br /> <br />Residents of Hairston Street appeared before Council aIld protested the <br /> <br />exclusive use and designation of Hairston Street as a truck route from <br /> <br />Starling Avenue to Rives Road, pointing out that aside from a sclfety factor <br /> <br />the terrain is not suitable for large trucks or tractor-trailers. Mr. Roy <br /> <br />C. stone, representing Roy C. Stone Transfer and Virginia-Carolina Freight <br /> <br />lines, suggested that both Mulberry Road and Hairston Street be used for heavy <br /> <br />truck traffic to and from the industrial plants in the Rives Road area. <br /> <br />COIlcurring in this suggestion, Courc il referred the problem to a special comrri ttee <br /> <br />(to be composed of City Manager Hirst, Traffic-Planning Engineer McGhee, a <br /> <br />representative of the trucking industry, and a representative of the Hairston <br /> <br />Street residents) for stuQy and recommendation. <br /> <br />Mr. George L. Nease, on behalf of the f:iTm of Nease, Wheeler, & Blackard, by <br /> <br />letter informed Council of tentative plans for the development of their <br /> <br />property on the north side of Memorial Boulevard west of Fayette Street. Some <br /> <br />indicetion was given that this firm would petition for rezoning to rrbusiness" <br /> <br />that portion of their property not alreccoy so zoned. Meamrhile, Courcil referred <br /> <br />the letter to the Planning COTIITlission. <br /> <br />Council contirmed for further study budget requests of the '.klfare Department <br /> <br />for the budget year beginning July 1, 1960. <br /> <br />
