<br />~ <br />ll.. <br /> <br />TTJ'ESDAY <br /> <br />AUGUST 11, 1959 <br /> <br />Two points regarding the above that should be noted. The first is that the <br />schedule for preparation by the engineers of the detailed plans as authorized <br />by Council is over two years from July l, 1958, thus this will continue to <br />June 30, 1960, six months beyond the December 31, 1959 date. The second is <br />that land acquisition cost, primarily the treatment plant site will if bought <br />prior to December 31, 1959, possib ly require drawing on funds for plans or <br />construction. <br /> <br />The 1958 costs have been thoroughly evaluated to determine the cost of the <br />overall program at this time. <br /> <br />,,-.. <br /> <br />The following would necessitate an increase in total construction costs: <br />1. Construction costs in general have increased, are going up, and will <br />continue to go up. <br />2. The area to be annexed January 1, 1960 will have to be included as to <br />collector lines. <br />3. Additional business and residential development in the city which has or <br />will take place necessitates some added collector lines. <br /> <br />The following would benefit the cost of financing of the program: <br />1. A substantial part of the cost of plans will have been paid. <br />2. The Lanier Lake outfall will be completed. <br />3. The construction account balance will be available. <br />4. Increased sewer charge revenue will be received as a result of the <br />annexed area. <br /> <br />It is the cons idered opinion of those studying in detail the situation that <br />these factors balance each other total-wise. Thus Council is advised that for <br />the propos ing of a program this fall total cost figures as used in November, <br />1957, may be used at this time. <br /> <br />Attached to this report is a brief summary of four programs for Council's <br />consideration in determining methods of financing. These programs, "A", "B", <br />nc", and "D", are ess entially the same, with some minor revisions, as the <br />four alternates corn idered in 1957. <br /> <br />,,- <br /> <br />Council in 1957 selected and proposed plan liD". This plan was, at that time, <br />acceptable to the Water Control Board as was plan "A". <br /> <br />Contingent on Council's decision at this stage, if anyone plan or revision is <br />adopted a detailed outline of the construction, engineering and maintenance and <br />operation schedules as well as revenue, bond interest and bond amortization <br />schedules will be formalized for the period of years imrolved. <br /> <br />If Plan "D" were again followed projects would generally be handled as follows <br />over the seven year period: <br />1 to 24 months: Portion Jores Creek Interceptor. <br />Collector Lines Smith Road and 220 north area. <br />Portion Mulberry Creek interceptor <br />
