Hill, residing at l024 Jefferson Circle and one o.f three owners of <br /> <br />property adjoining the portion of Zee Street requested closed, presented the <br /> <br />.following two stateIlEnts, the first being a prepared statement intended for <br /> <br />presentation before City Council on September 25, 1956, and the second being a <br /> <br />current statement, both in opposition to the requested closing: <br /> <br />.-. <br /> <br />FACTS REGARDING ZEE STREET EJ:l:ROACm'IENT <br />DURING S PRING AND SUMMER OF 1956 <br /> <br />September 21, 1956 <br /> <br />I. INTRODUCTION <br /> <br />Mayor Woodson, City Councilmen - OffiCials, and fellow citizens. <br /> <br />It is regrettable that it is necessary for me to formally present <br />this situation or grievance to this board of Councilors. It is after <br />several months of pains-taking and diplomatic negotiution with the <br />offender (Mr. George Sa:w;y'er), City Manager (Mr. Julian F. Hirst), and <br />various members of his Staff, that I make this formal appeal to the <br />Board of Councilors. <br /> <br />It is my sincere desire that this matter be conducted on a high <br />plane and on an impersonal basis, dealing only with facts relative to <br />the situation considering moral principle and points of law and order. <br /> <br />SpeCifically, the situation under contention is the enclosure of <br />a portion of a public right-of-way for private use. I refer to a fence <br />erected by Mr. George Sawyer on a portion of Zee Street at its inter- <br />section with Jefferson Circle near Spruce Street. This obstruction is <br />causing damage to my property which is adjacent to Zee Street and the <br />obstruction thereon. <br /> <br />II. HISTORY <br /> <br />Mr. Sawyer approached me in the Spring of this year requesting my <br />views towards officially closing Zee Street. He explained his position <br />as desiring more land-area and wanting to have Zee Street officially and <br />physically closed to accomplish his desires. <br /> <br />More spec ifically, Mr. Sawyer expressed a des ire to have Zee Street <br />officially closed, and if this could be done equal distribution of the <br />right-of-way between adjacent property owners would result. He indicated <br />a strong desire to obtain what would be my share of such a distribution <br />by purchasing same from me. <br />
