<br />140 <br /> <br />TUESDAY <br /> <br />AUGUST 24, 1965 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, August <br /> <br /> <br />24, 1965, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br /> <br />members being present with the exception of Councilman Harry L. Boaz, viz., <br /> <br />Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; Thomas J. Burch; <br />and E. E. stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held August 10, 1965. <br /> <br />Mr. Henry C. Reed, Chairman of the City School Board, and other representatives <br /> <br />of the School System, appeared before Council with reference to the proposed <br /> <br />new Senior High School project referred to in Council's minutes of August <br /> <br />10, 1965. School Board officials recommended that--in view of the time <br /> <br />limitation to prepare for a bond referendum at the forthcoming November general <br /> <br />election--the Council ask for a bond referendum on the proposal on Tuesday, <br /> <br />April 19, 1966. School Board officials also presented an estimate of the <br /> <br /> <br />cost of architectural services for the new high school and for the proposed <br /> <br />new Albert Harris shop building, in the total amount of $177,000 (less <br /> <br /> <br />Federal aid of $6,500.00), toward which $30,000.00 in Federal advance planning <br /> <br /> <br />funds have been paid. The School Board, further, asked for permission to <br /> <br /> <br />authorize the continuation and completion of final working plans for these <br /> <br /> <br />buildings; and, for permission to borrow from local banks--on a temporary basis-- <br /> <br />up to $100,000.00 to finance the cost of these services, which permission Council <br /> <br />unanimously granted. <br /> <br />--'" <br /> <br />City Manager Hirst presented a statement outlining salient points requiring <br /> <br />policy decisions of Council on a proposed CATV franchise, which Council agreed <br /> <br />to consider at a special meeting to be called in the near future. <br />
