<br />38 <br /> <br />TUESDAY <br /> <br />MARCH 23. 1965 <br /> <br />City Manager Hirst also informed Council that the effective date of an agreement <br /> <br />between the City of Martinsville and the Commonwealth of Virginia's Department <br /> <br />of Military Affairs (Adjutant General's Office), relating to the new National <br /> <br />Guard Armory, has been determined as being January 14, 1965, and said agreement <br /> <br />is for a period of twenty-five years from said date. <br /> <br />..,~ <br /> <br />City Manager Hirst next reported that a conference was held March 22, 1965, <br /> <br />between the National Guard Armory Advisory Committee and persons representing <br /> <br />four local civic organizations--the only persow to appear although all interested <br /> <br />citizens were invited--to discuss the rules and regulations proposed by the <br /> <br />Committee for the usage of the new National Guard. As a result, it was indicated <br /> <br />that some revision of the usage (or rental) charge schedule might be recommended <br /> <br />with the hope that Council might informally act on same--with later ratification-- <br /> <br />to permit processing of the many applications already received for use of the <br /> <br />Armory building. <br /> <br />~- <br /> <br />In acknowledging receipt from the City's Police Department of its annual stastical <br /> <br />report for the calendar year 1964, Council commended Police Chief Bolejack and his <br /> <br />department for the competency and efficiency of this department's service to the <br /> <br />citizens. <br /> <br />,- <br /> <br />Council acknowledged receipt of a petition requesting the construction by the <br /> <br />City (on a shared-cost basis) of curb-and-gutter for a portion of Valley View <br /> <br />Road and Lanier Road and, also, receipt of a renewal of a petition from residents <br /> <br />of Burgess Street for curb-and-gutter along this street. <br /> <br />City Manager Hirst reported that his office has on file a quantity of informative <br /> <br />material on a number of Federal Government programs, such as the recently-enacted <br /> <br />"anti-poverty" program, and that a comprehensive analysis of these programs would <br /> <br />not be practicable unless and until Council wishes to consider anyone or more <br /> <br />
