Draper, of 121 Park Street, by letter registered a complaint against <br /> <br />Moorefield's Laundry & Dry Cleaners, Inc., located at 622 Memorial Boulevard, <br /> <br />protesting not only continued pollution of the air in the vicinity with smoke and soot <br /> <br />but also the emitting of lint from the laundry-dry cleaning operations. Mr. Carl <br /> <br />Bach, of the Smoke Abatement Committee, informed Council he has been informed <br /> <br />by this firm that, with the cODlpletion of an addition to the plant and with the <br /> <br /> <br />installation of new equipment, conditions in the area should be considerably <br /> <br /> <br />improved. Council requested, however, that a copy of Mrs. Draper's letter be <br /> <br />forwarded to Moorefield's with the request that this firm inform Council as to <br /> <br />what is being done, or is to be done, to abate current conditions. <br /> <br />By unanimous action, Council re-appointed Messrs. Charles C. Broun and Frank I. <br /> <br />Richardson, Jr., to membership on the City School Board for three-year terms <br /> <br />beginning July 1, 1964. <br /> <br />- <br /> <br />City Manager Hirst presented a thoroughfare construction program, with estimates <br /> <br />of cost by projects proposed, listing several phases identified as portions of an <br /> <br />inner-loop system of new streets and several phases identified as portions of an <br /> <br />outer-loop system of new streets and highways, all a part of a proposed major <br /> <br />Thoroughfare Plan. The estimated costs given by City Manager Hirst were: <br /> <br />Inner Loop $1 ,0,41 ,100,00; and <br />Outer Loop 2,062,000.00. <br /> <br />Ways of financing the cost of this construction program were suggested by City <br /> <br />Manager Hirst, viz., for the inner loop a budgeted year-by-year allocation or a <br /> <br />bond issue; and, for the outer loop, by bonds. Mr. Robert Canupp, as an officer <br /> <br />of the Retail Merchants Association, urged Council to proceed with the inner loop <br /> <br />program and complete same as soon as possible but not at the sacrifice of the <br /> <br />current curb-and-gutter program. Upon motion, Council unanimously directed City <br /> <br />..~ <br />
