1

TUESDM

APRIL 23. 196~

,-

In response to a recont request from City Council, City 11anager Hirst presented

a "Capi tal Outlay. Planning" report covering present and future capital outlay

needs of the City, vrhich report Council continued for study.

By letter dated Apr:U 23rd, the Planninf: Commission suggested the fol101,Jing three

routes, for Council's consideration and in response to a request by Council,

-

tov!ards relieving Rives Road of industrial traffic:

1. The route indicated on a dral.Ting prepared by the Engi.neering
Division of the City as Route No. 2 and extending from a point
near the American Furniture COI:lDany' S ne;..! )Jlant on Rives Road
Extension under the railroad and tying in to the intersection of
the Smith Le.ke Road and the Dye Plant Road near Smith River.

2. The route evolved from the Planning Commission's discussions,
vrhich ;..JOuld extend :from Rives Road near H. M. Bassett's Dlant
under the railroad and following generally the Smith Ie.ke Road
in a southerly dirE~ction to a point vrhere access might be had
into Hemorial Boulevard in the vic:l.nity of Rivermont Heights.

3. The route as indicated on the EngineerinG' Division's dro.;..ring as
Route No. 1 which vrould commence at Rives Road Ext.en;}ion near
lol. M. Bas sett Company Plant and e:x:tend to follow generally Smith
Lake Road to its intersection 1.rith the Dye Plant Road.

The Commission further renorted that it realizes that priority }Jo. 1 lies ,-rholly

vrithin the County at this time, hO\-rever it feels tbat more irn:r1ediate relief

for traffic in the Rives Road area would be possible ;..lith less layout of

mone~T than could be provided by either of the other two routes. It is the

Commission's opinion that ultimately all three of these routes must be built

in order to provide proper relief for the Rives Road area, as no one route by

itself will ai~ord the maximum desired relief.

In connection with a petition recently submi tted ~r 15 Cleveland, 1.'1c.,

requesting- the rezoning of certain property o"t-med by petitioner and located

east of and adjOining' its property at 15 Cleveland Avenue, the Planning

Commission submitted the follo;..rlng report and recormnendntions:

Your Planning Commission, at a public hearing held on this date,
gave consideration to a petition for rezoning referred to it by
Council. This petition W?.8 for the rezoning from A-1 "2esic1ential
