I <br />b, <br /> <br />WESNESDAY <br /> <br />SEPTEMBER 17, 1969 <br /> <br />Vice-Mayor West informed Council that, subsequent to the recent informal <br /> <br />conference of Council with the Henry County Board of Supervisors regarding <br /> <br />various aspects of merging and/or consolidating of the two governmental <br /> <br />jurisdictions and functions, several citizens of both the County of Henry <br /> <br />and the City of Martinsville have expressed favorable reaction to a merger <br /> <br />and/or consolidation. Mr. West pointed out, meanwhile, that in the absence <br /> <br />of much information and many facts--which only an in-depth study could <br /> <br />provide--he would hope no citizen would prejudge such a proposal precipitously <br /> <br />and, further, that the news media (with the assistance of both County and <br /> <br />City officials) might inform the public of necessary legal procedures to be <br /> <br />followed in the event such a study--which must first be authorized by the <br /> <br />two governing bodies--justifies the calling of a referendum on the question <br /> <br />of merging and/or consolidating. <br /> <br />Upon inquiry of Mr. James B. Jones, Jr., Building Official, as to <br /> <br />procedures to be followed in demolishing condemned structures where ownership <br /> <br />is unknown or where estate entanglements are involved, Council suggested that <br /> <br />the City Manager, the City Attorney, and the Building Official present some <br /> <br />positive recommendation to the Council for its consideration and decision. <br /> <br />Council was adjourned. <br /> <br />},."'~ -~ - <br />W.
