Such registration shall not <br />affect the negotiability of the coupons, which shall continue to pass <br />by deli very. <br /> <br />This bond is one of an issue of bonds of like date and tenor, except <br />as to maturity and interest rate, issued pursuant to the Public Finance <br />Act of 1958 (Chapter 5 of Title 15.1 of the Code of Virginia, 1950), and <br />ordinances duly adopted by the Council of said City on January 13, 1966 <br />and March 24, 1966, pursuant thereto, and approved by the affirmative <br />vote of a majority of the qualified voters of said City voting upon the <br />question of their issuance at elections held in the City on February 8, <br />1966 and April 16, 1966, for the purposes of financing the cost of the <br />construction of new municipal buildings, and jails or prisoner detention <br />facilities and the cost of the construction, reconstruction, and <br />improvement by the erection of additions, of school buildings and <br />facilities in the City. <br /> <br />It is hereby certified and recited that all conditions, acts and <br />things required by the Constitution or statutes of the Commonwealth of <br />Virginia to exist, be performed or happen, precedent to or in the <br />issuance of this bond, exist, have been performed and have happened, and <br />that the amount of this bond, together with all other indebtedness of <br />the City, is within every debt and other limit prescribed by the <br />Constitution or statutes of said State.
