<br />BG <br /> <br />TUESDAY <br /> <br />FEBRUARY 11.1969 <br /> <br />Pursuant to Council's request of January 28, 1969, Mr. Irving R. McGhee, <br /> <br />Traffic & Planning Engineer, presented cost-and-statistical data (supplemented <br /> <br />by traffic-flow maps) pertaining to traffic-control equipment at the inter- <br /> <br />section of Mulberry Road-Spruce street-Jefferson Circle and at the intersection <br /> <br />of Spruce Street-Parkview Avenue, installation of which was recommended on <br /> <br />January 28th by the Honorable M. H. MacBryde, Jr., Judge of Martinsville <br /> <br />Municipal Court. Essentially, Mr. McGhee's findings indicated that--according <br /> <br />to standards--conditions at these intersections do not warrant the installation <br /> <br />of such equipment. Meanwhile, Mr. McGhee informed Council that no reply has <br /> <br />been received to his inquiry of the C&NW Railway Company as to whether the <br /> <br />railway company will permit the erection of a stop-sign on its right-of-way <br /> <br />at the intersection of Ford and Depot Streets. Council continued this matter <br /> <br />for study. <br /> <br />City Manager Noland and Welfare Superintendent Odell Gray presented a progress <br /> <br />report on the "Food stamp" program, participation in which by the City was <br /> <br />recently authorized for a "trial period". <br /> <br />In response to Council's December 31st (1968) request that the Planning <br /> <br />Commission consider the question as to whether the City should dispose of the <br /> <br />"old Central Grammar Schoolll property on Cleveland Avenue, a conditional <br /> <br />purchase offer for which had been filed by Mr. T. J. Childress, Jr., President <br />. <br /> <br />of Childress-West, Inc., the Commission filed the following report thereon: <br /> <br />The Martinsville City Planning Commission gave final consideration to <br />the possible sale of the old Central Grammar School property lying on <br />the east side of Cleveland Avenue at its February 4th meeting. This <br />matter was referred to them by Council. <br /> <br />At the Commission's request there were representatives present from the <br />City School Board, American Furniture Company and Pannill Knitting Company. <br />
