aE TUESDAY FEBRUARY 11, 1969 Following discussions with these representatives and a study of a current land Use map of the central business district area on which all thorough- fares proposed were plotted, the Commission, with Members Childress and Pannill abstaining, voted to recommend to Council that this property not be sold at this time. There was an indication from representatives of the School Board that the need for personnel and recreation parking in this general area will continue for some time to come whether it be on this or some other property in the area. In view of this fact and concern over needs of the City itself following construction of the planned extension of Mulberry Road across Brown Street Field into Brown Street, there was the consensus that it would be unwise for the City to dispose of this property at this time. After hearing from Mr. Childress, who submitted an offer to pay $30,000.00 for the old school site and (who) explained the reasons for his having attached certain offer stipulations to his initial/and (who) expressed the opinion that the City has no further valid use of the property, and after hearing from School Superintendent John Richmond (as to present needs of the property) and from City Manager Noland (also, as to present and future needs of the property), Council continued this matter for further study. In acknowledging receipt of the Planning Commission's following recommendation, as to development of certain streets, Council adopted the following resolution urging the Virginia Department of Highways to establish a participation project for Brookdale Road, as recommended by the Commission: The Planning Commission at its February 4th meeting indicated its continued interest in the implementation of the thoroughfare plan for the City. Following much discussion of this matter with members of the City staff present, the Commission voted to make the following recommendations to Council that, realizing the time required to establish a participation project with the Highway Department for new streets, the Council proceed by resolution to request that such a project be established on Brookdale Road from Church Street to Spruce Street in East Martinsville. Also, that in the meantime, Council give consideration to construction, as soon as possible, with the City's funds, of the extension of Mulberry Road to Broad street.
