<br />35H <br /> <br />MONDAY <br /> <br />NOVEMBER 25, 1968 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held in the Council <br /> <br />Chamber, City Hall, Monday, November 25, 1968, beginning at 11 :00 A.M., all <br /> <br />members being present, viz., Dr. F. T. Renick, Mayor; Francis T. West, Vice- <br /> <br />Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. Also <br /> <br />present were members of the City Planning Commission, representatives of the <br /> <br />City School Board, local department heads and officials, and several members <br /> <br />of the general public. <br /> <br />The purpose of this meeting was to confer and discuss with representatives <br /> <br />of the Division of State Planning & Community Affairs (of the Governor's <br /> <br />Office, Commonwealth of Virginia) certain aspects of the Virginia Area <br /> <br />Development Act, as enacted by the 1968 Virginia General Assembly, with <br /> <br />special emphasis upon the following: <br /> <br />Planning Districts <br />On or before December 31, 1969, the Division of State Planning <br />and Community Affairs is required to delineate Planning Districts <br />which will provide a geographic framework for organizing Planning <br />District Commissions. <br /> <br />A Planning District shall be composed of any combination of local <br />governments provided that there are at lease two counties or <br />t-wo cities, or one county and one city, per district. Each <br />g:JVernmental subdivision in the State shall be included in a <br />district. <br /> <br />In determining district boundaries, the Division is directed to <br />consult with local governments and to hold at least one public <br />hearing in each proposed Planning District. Although local <br />wishes will be an important consideration, the Division must <br />also bear in mind its responsibilities to the State as a whole <br />to develop a compatible and acceptable statewide district plan. <br /> <br />The Act provides that Planning District boundaries should be <br />based upon such considerations as transportation, communications, <br />natural boundaries, appropriateness for future Service Districts, <br />and a community of interest such as common problems and oppor- <br />tunities. As the need arises, Planning District boundaries may <br />be adjusted by the Division. <br />
