K. P~tney appeared before Council and commended Recreation Director <br /> <br />Herbert Hughes for the excellent recreational program being conducted in the <br /> <br />City. Mr. Putney pointed out, however, that the increasing interest and <br /> <br />participation in recreational activities will require new and additional facilities, <br /> <br />particularly in the tennis program, further recommending that plans be developed for <br /> <br />the construction of several tennis courts in conjunction with--and in addition to-- <br /> <br />those to be provided by the City School Board at the new senior high school being <br /> <br />constructed on Northside Drive. In discussing needs and possibilities, Council <br /> <br />was informed that property owned by the City School Board, and located off <br /> <br />Spruce Street Extension, might be developed to some extent for recreational <br /> <br />purposes. Council was also informed that the Sprinkle property--for which <br /> <br />purchase option has been authorized--might be developed for recreational purposes <br /> <br />more rapidly than first contemplated, inasmuch as there need be no delay in <br /> <br />exercising the purchase option because it now appears that there will be no State <br /> <br />financial assistance for this project and because payment for the property can be <br /> <br />in three annual installments (with 6% interest on unpaid balance annually), thus <br /> <br />funds toward development thereof. <br /> <br />reducing the budgeted principal requirement and making available some excess <br />
