Pugh, of the Retail Merchants Association, <br /> <br />reiterated the Association's opposition to any increase in the rate imposed on <br /> <br />local merchants' gross receipts for license taxes and, furthermore, relayed the <br /> <br />Association's understanding that license taxes on retail merchants are to be <br /> <br />reduced in stages until completely eliminated. Mr. Douglas Frith, Attorney at <br /> <br />Law and Counsel for some members of the local medical and dental societies, <br /> <br />requested a hearing before City Council prior to Council's decision on the Tax <br /> <br />Study Committee's recommendations. Meanwhile, Mr. Frith and members of these <br /> <br />societies claimed that a disproportionate share of the license tax burden is <br /> <br />being carried by members of the medical and dental professions. <br /> <br />Mr. Henry C. Reed, Chairman of the City School Board, and Mr. John D. Richmond, <br /> <br /> <br />Superintendent of the local Public School System, appeared before Council and <br /> <br /> <br />presented the Board's plans for operating the local public school system in <br /> <br />1968-69 as well as their proposed 1968-69 budget therefor, including a revised <br /> <br />teacher pay scale and a proposed group hospitalization insurance program for <br /> <br />teachers and other school personnel. Estimated expenditures in the proposed <br /> <br />School budget for 1968-69 are $188,693.00 in excess of the 1967-68 budget, to <br /> <br /> <br />be partially off-set by $66,000.00 in increased aid from the State of Virginia <br /> <br /> <br />and other sources. The School Board also indicated that $62,000.00 is expected <br /> <br />to be realized by the City in increased sales tax revenue. After expressing <br /> <br />appreciation to the School Board and its administrative staff and teaching <br /> <br />personnel, Council went on record as approving the revised salary scale for <br /> <br />teachers, as recommended by the School Board, for inclusion in the School <br /> <br />Board's 1968-69 budget. <br />
