( I <br />>,. <br /> <br />TUESDAY <br /> <br />APRIL 9. 1968 <br /> <br />Pending the development and compilation of budget needs for the forthcoming <br /> <br />fiscal year, Council withheld decision on proposed maturity schedules for the <br /> <br />authorized $3,900,000 General Improvement Bonds expected to be offered for <br /> <br />sale in the near future ($3,000,000 School Building Bonds and $900,000 <br />Mllnicipal Building Bonds) . <br /> <br />Council unanimously accepted the following report and recommendation of the <br /> <br />Planning Commission, thus denying petition received February 13, 1968, <br /> <br />requesting the rezoning from "R-6" to I1C-2" of the Dr. F. p. Turner property <br /> <br />located at 704 Starling Avenue, on which property Masonic Lodge (Piedmont <br /> <br />Lodge No. 152) proposed to erect a new Masonic temple: <br /> <br />Following this further consideration, the Commission with five of <br />its seven members present, voted three to two to recommend to Council <br />that this petition be denied. <br /> <br />The reasons for this denial was stated by the majority as being: <br />1. That commercial zoning in this area would be detrimental to the <br />health, safety and welfare of the community as a whole in view <br />of the added congestion to the present heavily congested <br />condition of traffic on Starling Avenue in this area. <br />2. That the requested rezoning would not be in accordance with <br />orderly growth and development in this area. <br />3. That all of the growth in the past few years in this general area <br />tas been residential in character, that there is already commer- <br />cially zoned area on Starling Avenue within two blocks of the <br />property in question that is not being used for commercial <br />p'Jrposes and also a portion of the property in this commercially <br />zoned area is partially blighted. <br /> <br />Council also received the following report and recommendation from the <br /> <br />Planning Commission on the requested rezoning (by petition filed February <br /> <br />27,1968, by Mr. Stafford G. Whittle, III), from "R-6" to "C-3", of property <br /> <br />located at the northwest corner of the intersection of Starling Avenue and <br /> <br />Spring Street, on which property petitioner proposes to construct a "7-11" <br /> <br />store: <br />
