<br />'~1 <br />~ ..-- <br /> <br />TUESDAY <br /> <br />SEPTEMBER 1 2. 1967 <br /> <br />- <br /> <br />indicated that we felt that any subdivision that was being faith- <br />fully planned and implemented would not be subject to any amendments <br />since the entire investment and development of the subdivision <br />would be based llpon requirements in effect at that time. <br /> <br />Mr. Weaver has not secured preliminary or conditional approval of <br />his subdivision but; however, he has been (in our opinion) proceeding <br />~ith his subdivision development in a faithful and conscientious <br />manner. I would, therefore, pass this information on for considera- <br />tion of City Council since there does exist some merit in allowing <br />this development according to the Subdivision Ordinance before the <br />amendment was adopted. Also, the Subdivider had begun the long <br />procedure for final approval of the subdivision as required by the <br />Subdivision Ordinance prior to the enactment of the amendment adopted <br />August 8, 1967. <br /> <br />In reviewing the "employee mandatory retirement regulation" adopted by Council <br /> <br />on July 17, 1958, Council was apprised of the fact that--because of Social <br /> <br />Security benefits and the computation thereof--it will usually be to the advantage <br /> <br />of a retiring employee if mandatory retirement be extended to the end of the <br /> <br />calendar year in which his sixty-fifth birthday occurs (rather than, as now <br /> <br />provided, at the end of the month in which his sixty-fifth birthday occurs); <br /> <br />whereupon, Council directed that--subject to the City Manager1s discretion in <br /> <br />each case--mandatory retirement may henceforth be extended to the end of the <br /> <br />calendar year in which the sixty-fifth birthdays occur. <br /> <br />With further reference to the status of planned and/or proposed subdivisions, <br /> <br />Council approved a proposed subdivision contract with Messrs. Williams and <br /> <br />Fussell for the extension of Banks Road to connect with Myrtle Road. <br /> <br />Mr. J. P. ~ade, representing the Martinsville-Benry County Homebuilders <br /> <br />Association as well as himself as a builder, appeared before Council in <br /> <br />renewal of his August 8th appeal for a delay in the simultaneous application <br /> <br />of recentl~increased water-sewer connection fees and the additional charge <br />
