<br />15 <br /> <br />TUESDAY <br /> <br />APRIL 11. 1967 <br /> <br />Mr. M. Harrison Joyce, Attorney at law and counsel for the Martinsville-Henry <br /> <br />County Fair & Exposition, appeared before Council with an application for a <br /> <br />"special-use" permit by which his client may conduct its 1967 Fair on property <br /> <br />identified as "Liberty Heightsll, off Liberty Street and Armory Road, all <br /> <br /> <br />pursuant to stipulations set forth by Council on August 9, 1966, in granting <br /> <br /> <br />the 1966 p~rmit. Also, pur;3uant to said stipulations, Council unanimously <br /> <br /> <br />granted such permit for the 1967 Fair. <br /> <br />In connection with rail right-of-way required by the Norfolk & Western Milway <br /> <br />Company to construct a rail access ~o the new Continental Can Company plant <br /> <br />in the Cit~'s Industrial Park, Council authorized the preparation of a deed <br /> <br />conveying said required right-of-way to the railway company. <br /> <br />Pursuant to request of Burnett's Department Store, Rocky Mount, Virginia, <br /> <br />operator of the Shoe Mart in Martinsville until its discontinuance on <br /> <br /> <br />January 15, 1967, Council authorized the refunding of the sum of $39.53, <br /> <br />representing the difference between business license tax paid for the business <br /> <br /> <br />license tax year beginning May 1, 1966, on estim'lted gross receipts, and the <br /> <br />computed amount based on actual gross receipts to date of discontinuance. <br /> <br />Mr. William S. Coleman, of Farmingdale Manor, appeared before Council and <br /> <br /> <br />requested the rezoning of his property at 120-124 Fayette Street to "M-2 <br /> <br /> <br />Industrialll. Mr. Coleman also explained that the rezoning petition presented <br /> <br /> <br />by the Baldwin interests on March 14, 1967, for a rezoning of this property, <br /> <br />does not have his sanction. Council referred Mr. Coleman's petition to the <br /> <br />Planning Commission for its consideration and recommendation. <br />
