<br />~<\ Ur.,.., <br />kJ <br /> <br />TUESDAY <br /> <br />DECEMBER 13. 1966 <br /> <br />The regular semi-monthly meeting of the Council of the City ofMartinsville, <br /> <br />Virginia, '..Jith Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br />December 13, 1966, beginning at 7:30 P.M., in the Council Chamber, City Hall. <br />All members of Council were present, viz., Dr. F. T. Renick (Mayor); E. E. <br />Stone (Vice-Mayor); Harry L. Boaz; W. Donald Hartford; and Francis T. West. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held November 22, 1966. <br /> <br />City Manager Noland and Public Works Director George W. Brown outlined for <br /> <br />Council certain recommended improvements and expansions in the City's water <br /> <br />utility system, being a segment of--but not a completion of--the improvements <br /> <br />program developed in 1957. This segment consisted of: <br /> <br /> <br />(1) an elevated storage tank (1,000,000 gallons capacity) on New York <br /> <br />Avenue, site for which is in process of being acquired; <br /> <br />(2) a transmission line from Armory Road to proposed new elevated tank; <br /> <br />(3) the covering (or enclosing) of three open reservoirs, at a cost of <br /> <br />$72,000.00~ <br /> <br />(4) treatment of said open reservoirs for stabilization; and <br /> <br /> <br />(5) the engineering costs involved. <br /> <br /> <br />It was pointed out to Council that this construction would cost approximately <br /> <br />$416,000.00, for which the City has $375,000.00 in available water utility <br /> <br />funds, but such construction would not meet total system needs which might <br /> <br />cost an additional $300,000.00. These additional needs included a new <br /> <br />transmission line from the present filtration (or treatment) plant to <br /> <br />"downtowL" Martinsville; an elevated storage tank, preferably in the Fairy <br /> <br />Street-Booker Road area; and an enlargement of the transmitting capacity of <br />
