<br />(' " <br />"J--J- <br /> <br />TUESDAY <br /> <br />MAY 17, 1966 <br /> <br />A special and duly-called meeting (see Council Minutes of April 26, 1966, and <br /> <br />of May 10, 1966) of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor J. Frank Wilson presiding, was held Tuesday, May 17, 1966, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., for the purposes of (1) conducting <br /> <br />a duly-advertised public hearing on a petition filed April 26, 1966, by Virginia <br /> <br />Landmark Corporation for a special-use permit (for apartment complex) and (2) to <br /> <br />appoint a Steering Committee in connection with a local proposal to participate <br /> <br />in the Anti-Poverty Program. All members of Council were present, viz., Mayor <br /> <br />J. Frank Wilson; Dr. Fred T. Renick, Vice-Mayor; Thomas J. Burch; Harry L. Boaz; <br /> <br />and E. E. Stone. <br /> <br />After the invocation and the stating of the purposes of this special meeting, <br /> <br />Council proceeded with its scheduled public hearing on the special-use permit <br /> <br />application filed by Virginia Landmark Corporation, represented by Mr. Stafford <br /> <br />G. Whittle, III. Such a permit would enable petitioner to construct an <br /> <br />apartment complex on Spruce Street on a tract of land fronting the north side <br /> <br />of Spruce Street for a distance of approximately 1,000 feet, beginning at the <br /> <br />intersection of Brookdale Road and Spruce Street and extending eastward, which <br /> <br />tract of land is approximately 500 feet in depth. The record noted that no <br /> <br />opposition to this proposal has been registered; accordingly, Council approved <br /> <br />said petition, subject to Council1s action on the Planning Commission's <br /> <br />recommendation thereon yet to be submitted. <br /> <br />In connection with the request by a group of interested citizens, who appeared <br /> <br />before Council at its May 10th meeting in the interest of establishing a local <br /> <br />Anti-Poverty Program under the Federal Government's Office of Economic <br /> <br />Opportunity, Council appointed the following citizens as a Steering Committee <br />
