<br />') <br />..... <br /> <br />FRI DAY <br /> <br />MARCH 1 8 , 1 966 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Friday, March 18, 1966, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present with the exception of Councilman Thomas J. Burch (who was out of town), <br /> <br />viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; and <br /> <br />E. E. Stone. <br /> <br />The purpose of this meeting, as stated in the notice thereof and as by Mayor <br /> <br />Wilson in calling the meeting to order, was to consider--and/or take such action <br /> <br />thereon as deemed appropriate--Iocal budgetary planning as related to revenue <br /> <br />acts of the 1966 General Assembly. <br /> <br />City Manager Noland, referring to specific 1966 General Assembly legislation, <br /> <br />pointed out a new provision which will enable local governments to acquire <br /> <br />right-of-w~ for street and highway projects through eminent domain rights of <br /> <br />the State. City Manager Noland then commented upon the effect of the IIsales <br /> <br />taxll legislation to become effective September 1, 1966, and the IIl0cal optionll <br /> <br />provision afforded local governments, relating same to the City's capital <br /> <br />improvement needs, including the pending Route 57-Fairy Street project and the <br /> <br />proposed school building program on which a referendum is scheduled April 19, <br /> <br />1966. <br /> <br />After some discussion, and upon motion (duly seconded and unanimously carried <br /> <br />of those present), Council directed that the City levy a one-cent sales tax <br /> <br />under the "local option" legislation enacted by the 1966 General Assembly, <br /> <br />effective with and parallel to the State's forthcoming sales tax and, further- <br /> <br />more, Council directed that local personal property (i.e., household goods <br />
