November 28, 2006

Council Member Ferrill asked if the neighborhood focus tour, quarterly

report and Community meeting scheduled for the December 12 Council

meeting could be postponed until the January 9, 2007 meeting because of

various events scheduled for the Christmas season. Council was in agreement.

Vice Mayor Clark indicated that he would like to see the City Manager

make a presentation of his recommendations to balance the FY08 budget and

then let Council review it and make changes. After comments and discussion

by Council members, the City Manager was directed to present his

recommendations in January. Council members are not interested in any tax,

rate or fee increases. Matthew Hankins, Communications Manager, indicated

that if Council desired to present an early retirement option to this General

Assembly that a decision would need to be made so he could make the pre-

filing deadline. Council Member Anderson made a motion that an early

retirement option be presented to the General Assembly for consideration.

Scott Kizner, School Superintendent, asked if school personnel could be

included after which, Council Member Anderson amended his Motion to also

include school personnel. The amended motion was duly seconded and carried

by the following vote, with all members voting: Vote 5-0. Yeas (5) - Reynolds,
Clark, Anderson, Ferrill, Lawson. Nays (0).
