I disagree with the <br />Executive Director's recommendation that in fiscal year 1972 the <br />staff should be expanded by another planner and the conversion of <br />a part-time typist to a full time position. Nor do I understand <br />why a tentative fiscal '72 budget of $72,600 brought up l2-l2-70 <br />by the Executive Director has mushroomed to $108,350 (a draft) <br />in his report of 3-l6-7l. Surely, of this latter budget, there <br />should be wholesale carving of the following: <br /> <br />$67,526 <br /> <br />Salaries - employee health and retirement benefits <br />and payroll taxes. <br />Professional fees and contract service payments <br />Conferences, conventions, meetings, etc.; equipment <br />and other fixed assets; miscellaneous <br /> <br />,.- <br /> <br />$19,614 <br />$ 8,725 <br /> <br />I have no quarrell with Mr. Mather or the goals and objectives <br />of the WPPD. I simply think public funded institutions must <br />guard against the tendancy to over budget just because public <br />money may be relatively easy to secure. If, before The WPPD is <br />a year old, local contribution is asked to be doubled, I shudder <br />to think what will be asked within a few years. <br /> <br />I'm not impressed by whatever the per capita contribution is in <br />other planning districts. My job is to expend money from local <br />tax payers with judicious restraint unencumbered by frills. <br />Unless those of us charged with responsibility of spending public <br />money pare whenever possible the local government will reach out <br />tentacle-like with the same omnipresence all too prevalent at the <br />federal and state level. <br /> <br />Council was adjourned*. <br /> <br />- <br /> <br />* As recorded earlier in these minutes, Council went into Executive Session <br /> <br />to consider the proposed 1971-72 School Budget, after which Council <br /> <br />reJconvened and officially acted upon said proposed budget. <br />
