n:
~..l,
.... '"

TUESDAY

AUGUST 11, 1970

the "pro-ratingll of license taxes in those instances where licensees terminate

their businesses, occupations, or professions, council unanimously approved

said Chapter I as revised and proposed to be revised. Council, also, upon

inquiry, affirmed that section relating to "Contractors, etc.,rr whereby the

application of license taxes on such businesses and licensees will continue

unchanged.

Public Works Director George W. Brown informed Council that, with special

reference to the approved industrial access road to the new plant of American

Standard Homes Corporation near or off Stultz Road (see resolution adopted

June 23, 1970), industrial access roads are required to be paved but

twenty-four feet in width; however, as such, such roads as the American

Standard access road will not qualify for State secondary maintenance funds,

estimated to amount to $225.00 per year were it to be eligible. Furthermore,

to become eligible, such road would have to be constructed thirty feet in

width, which would cost an additional $4,000.00-to-$5,000.00; whereupon,

Council unanimously authorized the construction of a twenty-four foot road

pursuant to industrial access road standards.

Mr. Charles Phanelson, of 1158 Yorkshire Road, appeared before Council and

verbally presented the following complaints and/or allegations, over none

of which Council, as it informed Mr. Phanelson, has no jurisdiction;

(1) That he has applied to the local office of the virginia

Employment Commission, that said Commission office might find

employment for him, but has been told by said office that it does

not know anything about his abilities and qualifications, although

applicant has supplied all information requested;
