<br />"'. q <br />d_ <br /> <br />TUESDAY <br /> <br />NOVEMBER 25, 1969 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />November 25, 1969, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis <br /> <br />T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held November 12, 1969. <br /> <br />Pursuant to Council's recent request, City Manager Noland reported that he <br /> <br />has investigated the feasibility of changing the City's policy to allow the <br /> <br />postponing of sewer service charges during the period new homes and buildings <br /> <br />are under construction and, while recommending that no change in the present <br /> <br />policy be made, suggested the following--in the event Council wishes to <br /> <br />change the policy--which Council unanimously accepted and adopted: <br /> <br />(1) The City's present regulations, which require builders to provide <br />sanitary facilities immediately after beginning a project, be rigidly <br />enforced, i.e., through the installation of temporary flush toilet <br />facilities or the use of approved portable chemical-type toilets; <br /> <br />(2) The date for first imposing the sewer service charge shall be the date <br />on which final inspection is recorded by the Inspection Division, copy <br />of which record shall be forthwith filed with the Billing Division; <br /> <br />(3) On such date, the water meter shall be read, from which reading shall <br />be ascertained the total water "consumed" from beginning of project <br />and for which--as though a single billing period--the sewer service <br />charge shall be computed and billed. After the initial sewer service <br />billing, such service shall be billed monthly; and <br /> <br />(4) Water service shall be billed monthly, as to heretofore, from <br />beginning of availability of service. <br />
