<br />Title 15.1 of the Code of Virginia, 1950), and an ordinance duly
<br />adopted by the Council of said City on March 24, 1966, pursuant
<br />thereto, and approved by the affirmative vote of a majority of the
<br />qualified voters of said City voting upon the question of their
<br />issuance at an election held in the City on April 16, 1966, for the
<br />purpose of financing the cost of the construction, reconstruction,
<br />and improvement by the erection of additions, of school buildings
<br />and facilities in the City.

<br />It is hereby certified and recited that all conditions, acts
<br />and things required by the Constitution or Statutes of the Common-
<br />wealth of Virginia to exist, be performed or happen, precedent to
<br />or in the issuance of this bond, exist, have been performed and have
<br />happened, and that the amount of this bond, together with all other
<br />indebtedness of the City, is within every debt and other limit
<br />prescribed by the Constitution or statutes of said State. The full
<br />faith and credit of the City are hereby pledged to the punctual
<br />payment of the principal of and interest on this bond according to
<br />its terms.

<br />IN WITNESS WHEREOF, the City has caused this bond to be signed
<br />by its Mayor and attested by its Clerk of Council, and the corporate
<br />seal of the City to be hereunto affixed, and the coupons hereto
<br />annexed to be executed with the facsimile signatures of said Mayor
<br />and Clerk of Council, and this bond to be dated November 1, 1969.
