Palmer, 114 Big Jane Street - City has grown <br />without Federal control, such as is anticipated in the <br />Housing & Community Development Act; and City does not need <br />such; <br />(6) Mr. Thomas J. Womack, 200 Fourth Street - the need for <br />better housing is evident; Federal financial assistance <br />represents his tax dollars; and urged the Council to take <br />such steps necessary to make available better housing; <br />(7) Mr. Harold L. Griggs, 1319 Chatham Heights - on behalf <br />of elderly and retired persons, cited high taxes imposed <br />on the elderly, whose pensions are not keeping abreast <br />with inflated costs of living; <br />(8) Mr. Robert S. Martin, 104 Massey Street - City can not <br />survive without Federal assistance; and the apparent <br />controversy between those who oppose such assistance in <br />this matter and those who advocate is based on racial <br />aspects; <br />(9) Mr. Glenn C. Edwards, 1010 Valient Lane - against Federal <br />aid; <br />(10) Mr. Danny Turner, Northside - inquired as to deadline for <br />adoption of housing plan required by H&CD Act application; <br />(11) Mr. T. H. Pettie, 901 A Street - everyone ought to have <br />decent housing; <br />(12) Mr. Robert T. George, 902 Jefferson - no place in City <br />to house additional people required by local business and <br />industry during normal economic times; <br />(13) Mr. Leon Globman, 5 Dan-Lee Terrace - City does not have <br />minimum housing code; City has been too proud in past to <br />apply for urban renewal funds; City has been too concerned <br />with Federal "strings"; needs have been and still remain; <br />housing needs can not be met without Federal assistance; <br />CBD project can never be successful without Federal <br />assistance; urged that City write its own plan to meet <br />needs but apply for Federal assistance; if City application <br />not approved by Federal agency, then "o.k."; <br />(14) Mrs. Estelle Gilbert, 330 Greyson Street - speaking for <br />self and other citizens of her area, is against Federal <br />funding; <br />(15) Mr. Francis T. West, 1012 River Forest Place - against <br />relocation and/or dispersal, which Federal H&CD Act <br />might direct; cited probability of local burden to <br />furnish supportive services for housing projects; cited <br />Federal Register and other documents pertaining to H&CD <br />Act which would subvert local direction and control; and <br />opposed the usage of monies from the productive sector <br />to the non-productive sector; <br />(16) Mr. George Black, 713 Beverly Way - commended the Council <br />for proceeding with the downtown redevelopment (CBD) <br />project; cited other local projects financed in part with <br />Federal assistance; and the City can not meet its needs <br />without such assistance; <br />
