54 TUESDAY JANUARY 14, 1975 public service jobs, with such allocation to be expended solely for salaries and wages of such individuals during the period January 10, 1975-January 9, 1976, and with such individuals to begin employment not later than January 31, 1975. In connection therewith, Dr. Sherman S. Dutton, President of Patrick Henry Community College, informed Council that, because of current emergency employment restrictions being imposed by the State of Virginia, there is an urgent need to fill or provide positions for six bookkeeping-clerical individuals at Patrick Henry College and, accordingly, is now requesting that the City of Martinsvil1e allocate some $11,000.00 to provide employment for two persons from the City. Similar requests, Dr. Dutton reported, will be made of Henry County (for three positions) and Patrick County (for one position). Upon motion, duly seconded and unanimously carried, Council authorized the acceptance of the Federal allocation and the participation in said program, with the use of these funds to provide one year's employment of two individuals at Patrick Henry College and the remainder of the allocation to the discretion of City Manager Noland, in keeping with certain needs cited by the City Manager. City Manager Noland briefed Council on the recent increase in Food Stamp applications being filed with the City's Department of Social Services as well as applications for Aid to Dependent Children, resulting from the current adverse economic conditions, posing an immediate need for two additional eligibility technicians and one clerk. Upon recommendation of the City Manager, Council authorized the employing of one individual whose salary will be financed from regular City-State-Federal welfare funds and one or more other individuals whose salaries are to be paid from the Comprehensive & Training Act allocation hereinbefore cited.
