,26

TUESDAY

OCTOBER 22, 1974

report (i.e., comprehensive plan) should soon be presented to the City's Planning Commission

and that, meanwhile, it is hoped that some recommendations will be presented to Council,

perhaps at its next meeting, as to methodology for citizen input and participation.

In response to a memorandum dated October 7, 1974, issued by the Executive Director of the

West Piedmont Planning District Commisison, offering the opportunity to member-governmental

jurisdictions to submit nominations--by November 10, 1974--for at-large members of WPPDC

Policy Advisory Committees to fill current vacancies, Council indicated that it will consider

this at its forthcoming November 12th meeting.

Also, in response to a memorandum dated October 8, 1974, issued by the Executive Director

of WPPDC re: "Confirmation by Jurisdictions of Member of the West Piedmont Comprehensive

Health Planning Council", City Council confirmed and/or approved the names of Dr. S. W. Adams,

Dr. Donald R. Holsinger, Dr. Harry P. Williams, and Mr. Clyde Britt (Administrator of Memorial

Hospital) proposed by WPPDC for membership on said Health Planning Council; and, in addition,

City Council nominated Mr. W. Donald Hartford to fill the vacant position thereon from the City

of Martinsville.

Council took no action on a request (dated October 22, 1974) from Mr. Chester R. Lane, of

222 Rives Road, that Council take action to insure access (i.e., ingress and egress) by

owners of property abutting a private joint-use alley which opens on Thomas Heights and

Jefferson Street, which access reportedly is now denied said property owners through action

of one of the abutting property owners. Upon advice of City Attorney Worthy, Council determined

that it has no jurisdiction in this matter and could only suggest that complainant's recourse

lies with the City Circuit Court.

Council acknowledged comments of Mr. D. B. McCullough relating to movement of truck traffic at

the intersection of Starling Avenue and Memorial Boulevard (Route 220 South), i.e., such truck traffic

~.~.,~..,-~"---_...--_._..-.".,~,"_.,_..",.,'""'-""--'--...,--~~-"--,-_.._."'--"..~,,.,-,..._..~-"
