<br />110 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 17, 1974 <br /> <br />Upon motions, duly seconded and unanimously carried, Council appointed the following <br /> <br />individuals as members and/or directors of the following agencies of the City: <br />(1) Councilman Barry A. Greene to membership on the local Highway Safety Commission, <br />succeeding former Councilman W. Donald Hartford, as Council's representative <br />on said Commission, and with appreciation expressed to Mr. Hartford (who <br />served as Chairman) for his services as a member of the Commission; <br />(2) Mr. L. Randolph Isley, to succeed himself, as a Director of the Martinsville <br />Industrial Development Authority, for a four-year term expiring September 26, <br />1978; and <br />(3) Mr. Franklin P. Early, to succeed Councilman G. S. Fitz-Hugh, Jr., who no <br />longer is eligible to serve because of his membership on the Council, as <br />a Director of the Martinsvi1le Industrial Development Authority, for a <br />four-year term expiring September 26, 1978, with appreciation expressed to <br />both Mr. Isley and Mr. Fitz-Hugh for their prior services as Directors. <br /> <br />Upon recommendation by City Manager Noland, Council authorized the payment of $570.00 to the <br /> <br />Virginia Municipal League (being on a per capita basis of three cents) to participate and <br /> <br />finance with other Virginia local governments the cost of a legal action to protect local <br /> <br />governments' interests in the face of an adverse electric rate situation precipitated by the <br /> <br />Virginia Electric & Power Company and its requested rate increase pending before the State <br /> <br />Corporation Commission. Also, in connection with this pending case as well as with similar <br /> <br />applications before the Commission, Council discussed the drastic upsurge in costs incurred by <br /> <br />utilities for fuel required for electric generating facilities which, in the case of the City, <br /> <br />is passed on by Appalachian Power Company to the City and which, in turn, must be passed on to the <br /> <br />City's customers. <br /> <br />Upon written request filed by Woodmen of the World, local Camp No. 48 and Court No. 388, Council <br /> <br />granted permission to this lodge to conduct Bingo Games at its premises located on Cabell Street, <br /> <br />subject to the conditions set forth in applicant's request and subject to and pursuant to all <br /> <br />applicable statutes and regulations. <br /> <br />W.",.,.""-""........"......""*~".."'...A"'_.."........ <br /> <br />- . ..~,,<>"'"'~~,._..>,,-----_..~*'_., -,.'-. <br />
