<br />17 <br /> <br />TUESDAY <br /> <br />NOVEMBER 13, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held Tuesday, November <br /> <br />13, 1973, in the Council Chamber, City Hall, beginning at 7:30 P. M., all <br /> <br />members being present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; <br /> <br />W. Donald Hartford; William D. Hobson; and Morton W. Lester. <br /> <br />- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held October 23, 1973 and of its special meeting held October 30, 1973. <br /> <br />Prior to the considering of the agenda of business items, Mayor West commented <br /> <br />on the current energy crisis and urged everyone to cooperate toward conserving <br /> <br />energy and fuel. Mayor West then expressed his hope that, irrespective of <br /> <br />individual opinions of U. S. President Richard Nixon and his administration, <br /> <br />the community will withhold judgment of President Nixon until such time as our <br /> <br />judicial processes will have adjudged him innocent or guilty of any wrong-doing <br /> <br />in connection with matters now under investigation. <br /> <br />Having been apprised by the Honorable Frank I. Richardson, Jr., Judge of the <br /> <br />Twenty-first Judicial Circuit, that Mr. R. A. Henderson, Jr., has declined to <br /> <br />serve as a member of the 1974 Board of Assessors, for which position <br /> <br />Mr. Henderson was nominated during meeting held October 23, 1973, Council <br /> <br />unanimously recommended Mr. W. Lowell Thomas as a member of said Board. <br /> <br />Upon motion, duly seconded and unanimously carried, Council postponed <br /> <br />consideration--pending legal and staff briefings in Executive Session--of <br /> <br />status of negotiations between the City and the Henry County Board of <br />
