<br />j :~ <br /> <br />TUESDAY <br /> <br />JULY 10, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, July 10, 1973, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Mayor <br /> <br />Francis T. West; Harry L. Boaz, Vice-Mayor; W. Donald Hartford; William D. Hobson; <br /> <br />and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held June 26, 1973. <br /> <br />Pursuant to Council's directive issued at its meeting held June 26, 1973, City Manager <br /> <br />Noland presented a revised Public Welfare (Social Services) budget for the fiscal <br /> <br />year beginning July 1, 1973, in the amount of $897,010.05, which Council unanimously <br /> <br />approved. <br /> <br />Also, in connection with suggestion from its June 26th meeting, Council discussed with <br /> <br />City Manager Noland and Social Services Superintendent Odell W. Gray the advantages <br /> <br />and/or disadvantages of a Welfare Board, as presently constituted, (being the City <br /> <br />Manager and the Social Services Superintendent) versus a Board composed of citizens, <br /> <br />either of which is permitted under state statutes. Pending receipt of additional <br /> <br />information on this subject and, also, the return of Councilman Hartford to the City <br /> <br />(Mr. Hartford expecting to be away for several weeks, including the next regularly- <br /> <br />scheduled meeting), Council deferred action on this matter. Meanwhile, some questions <br /> <br />were raised pertaining to the City's Day Care Center (operated under the jurisdiction <br /> <br />of the Social Services Department), particularly as to the cost-per-chi1d and comparing <br /> <br />said cost with maximum direct grant cost in lieu of the Center. Also, question was <br /> <br />raised and information sought as to why the City's per capita Aid-To-Dependent-Children <br /> <br />assistance category load is considerably higher than in Henry County, Pittsy1vania <br /> <br />County, and the City of Danville. <br />
