After some discussion, and upon motion-- <br /> <br />duly seconded and unanimously carried--Council authorized the proceeding with <br /> <br />the proposed addition (within the estimated cost of $50,000.00) to the City's <br /> <br />Central Garage facility. <br /> <br />City Manager Noland then presented a list of items and/or projects proposed <br /> <br />to be financed from Federal Revenue-Sharing funds, including items to be <br /> <br />financed from such funds received for the entitlement year 1972, along with <br /> <br />a plan to establish from 1973-74 entitlement funds a revolving fund for <br /> <br />development of the Central Business District in accordance with and/or pursuant <br /> <br />to redevelopment plans presented by the City's planning consultants on May 8, <br /> <br />1973. <br /> <br />With unanimous concurrence of Council, Mayor West referred to an article which <br /> <br />was published by the Martinsville Bulletin in its edition of May 25, 1973, <br /> <br />entitled "Annexation Test Reported", on which (as Mayor West stated) public <br /> <br />clarification is needed, especially in that the published article (written by <br /> <br />Mr. Larry Dale Keeling, Bulletin Staff Writer) stated that officials of the <br /> <br />City of Martinsville have denied reports that the City plans "to challenge in <br /> <br />court the constitutionality of the State-imposed moratorium on annexation" <br /> <br />and that "....a reliable government official said the city ldefinitely' had <br /> <br />plans to make a test case out of annexation proceedings that would bring a <br /> <br />sizeable piece of land on Figsboro Road (Rt. 108) within the city limits", <br /> <br />including the plans--according to this "reliable government officia1"--not only <br /> <br />the Covington estate but also "the Townes property and Patrick Henry Community <br /> <br />College"; and, furthermore, 1I....the official, who asked that his name not be <br />
