<br />,.;: <br />" <br /> <br />THURSDAY <br /> <br />DECEMBER 7, 1972 <br /> <br />Martinsville City Council met, on call of the Mayor, in City Council Chambers <br /> <br />at 4:00 P.M. on December 7, 1972. The call was without written notice, in <br /> <br />conformity with City Charter Section 5, paragraph a. <br /> <br />Mayor West presided, all other members of Council being present; namely, <br /> <br />H. L. Boaz, W. D. Hartford, W. D. Hobson and Morton W. Lester. <br /> <br />The City Manager explained that the purpose of the meeting was to cinsider whether <br /> <br />to make a formal application to the United States Department of Housing and Urban <br /> <br />Development (HUD), for Federal matching funds under the Open Space Grant Program. <br /> <br />Accordingly, Council considered a report submitted by Assistant City Manager George <br /> <br />W. Brown, Chairman of the recently appointed Commission to study revitalization of <br /> <br />the Central Business District. Chairman Brown explained that the Commission had <br /> <br />made considerable investigation as to the quickest possible means of achieving the <br /> <br />beginning of revitalization of the Central Business District and related the <br /> <br />results of investigation and meetings with HUD representatives, which had led to <br /> <br />the information that for the immediate future there are no unallocated Federal <br /> <br />funds immediately available for traditional Urban Renewal programs, such as a <br /> <br />program known as .'Neighborhood Development", but that funds might be available on <br /> <br />a 50-50 matching basis under approved categories, for "Qpen Spacell development. <br /> <br />At this point Mr. Brown noted the presence of and assistance rendered by Mr. <br /> <br />Conrad Knight, the Architect-Planner, who is under contract, along with Dr. Richard <br /> <br />M. Yearwood, to prepare a Master Plan for the development of the Central Business <br /> <br />District. There was an explanation of the plan for the development of open space, <br /> <br />resulting from much consultation between the CBD Commission and Mr. Knight, which <br /> <br />plan includes the area in front of the County Courthouse and encompassing all of <br /> <br />the area bounded by Walnut, Church, Bridge and Main Streets, as well as a portion <br />
