<br />1'7 <br />c..\ <br />-, <br /> <br />TUESDAY <br /> <br />OCTOBER 11, 1977 <br /> <br />..,- <br /> <br />Thompson-Arthur Paving Company and $398,903.75 submitted by Adams Construction <br /> <br />Company, Council unanimously accepted the lower of these two bids, being that of <br /> <br />Thompson-Arthur Paving Company's in the amount of $293,511.45, and awarded the <br /> <br />contract therefor with the understanding that said contract amount would be reduced <br /> <br />by the sum of $9,000.00, which represents the cost of certain utility facilities <br /> <br />(included therein) the City will construct with its work-forces, with the remaining <br /> <br />difference between the EDA grant and the net contract to be financed with construction <br /> <br />funds included in the Public Works Department's 1977-78 budget. City Manager Noland <br /> <br />was authorized to execute the awarded contract on behalf of the City. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, <br /> <br />a petition filed by Mrs. Kathleen Odell, of 1220 Lanier Road, requesting the rezoning <br /> <br />of her property at 810 Starling Avenue from "R-6 Residential" to "P-2 Professional". <br /> <br />Because of the upcoming Virginia State election on November 8, 1977, on which date <br /> <br />Council is scheduled to conduct its first meeting in November, Council tentatively <br /> <br />decided that it might forego this meeting, unless there be pressing business to act <br /> <br />upon, or (it might) reschedule said meeting. <br /> <br />,-. <br /> <br />In response to Vice-Mayor ili1e's inquiry concerning published reoports of on-going <br /> <br />negotiations between the City and the Henry County Public Service' Authority for <br /> <br />inter-connection water service, Council was informed that said Authority has approached <br /> <br />the City on this matter and that only preliminary discussions have been held thereon, <br /> <br />with Council to be apprised of any proposed terms and conditions, should these develop. <br /> <br />Upon recommendation of the City's administrative personnel, Council authorized the <br /> <br />advertising of an invitation-to-bid for the purchase of the City's property at 514 East <br /> <br />Church Street. <br />
