<br />~15 <br /> <br />WEDNESDAY <br /> <br />SEPTEMBER 14, 1977 <br /> <br />.- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Wednesday, September 14, 1977, in the <br /> <br />Circuit Courtroom, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />.- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held August 23, 1977. <br /> <br />Before beginning its regular order of business, Council acknowledged receipt of notices <br /> <br />recently received from the Federal Government's Economic Development Administration, <br /> <br />indicating approval by that agency of the City's applications for EDA funding and/or <br /> <br />assistance for the Mulberry Road extension project and for the Social Service building <br /> <br />project, for which--along with the Commonwealth Boulevard project already approved-- <br /> <br />applications were authorized by Council on June 21, 1977; and, through Mayor Hobson, <br /> <br />Council commended the Public Works Department for its considerable preparatory work <br /> <br />necessary to the filing of said applications. <br /> <br />.- <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a <br /> <br />petition filed under date of May 10, 1977, by Lanier Farm, Inc., seeking the rezoning <br /> <br />to "C-l Commercial" of Lanier Farm's property--not already so zoned--situated at the <br /> <br />southeast corner of Spruce Street and Parkview Avenue, being a tract of vacant land <br /> <br />fronting the south side of Spruce Street for a distance of some 110 feet, with a depth <br /> <br />of some 250 feet. In connection therewith, Council re-read the Planning Commission's <br /> <br />report and recommendations thereon, dated August 22, 1977 and as incorporated in the <br />
