<br />48 <br /> <br />TUESDAY <br /> <br />AUGUST 23, 1977 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this 23rd day of <br />August, 1977, that Section 5-1.1 of the Manual for Employees <br />of the City of Martinsville, Virginia, be--and is hereby-- <br />amended to include the following: <br /> <br />Employees with a minimum of one (1) year of continuous <br />service, his or her birthday, which shall be taken on <br />a workday approved by his or her Department Head during <br />the month in which the birthday falls. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency <br />existing, this ordinance and amendment shall be in effect on <br />and after August 23, 1977, and that said amendment shall be <br />retroactive to July 1, 1977. <br /> <br />Upon recommendation of the City's Electoral Board, Council authorized City Attorney <br /> <br />Worthy to seek permission from the United States Department of Justice whereby the <br /> <br />City's Registrar's office may be open for other than--and in addition to--its regular <br /> <br />hours for the purpose of accommodation and convenience to local citizens. <br /> <br />Mr. James D. Dean, Chairman of the Board of the Martinsville JAYCEES, on behalf of <br /> <br />said JAYCEES, along with a representative of the Virginia Association of Community <br /> <br />Action Agencies ("VACAA"), appeared before Council and informed Council that there is <br /> <br />a good possibility of receiving a grant of $18,000.00 to help establish a full-time <br /> <br />"winterization" program in the City, i.e., to continue on a larger scale and to <br /> <br />implement a like program initiated and sponsored last year by the JAYCEES, wherein <br /> <br />insulation of homes of qualifying citizens was done primarily by the JAYCEES. Mr. <br /> <br />Dean suggested that, in the event this grant is received, the funds therefrom be <br /> <br />allocated to the employing of a program coordinator, to the purchasing of a <br /> <br />"winterization" vehicle, and to the funding of overhead expenses, noting that the <br /> <br />City would be required to provide certain "in kind" services, such as providing operating <br />
