<br />442 <br /> <br />TUESDAY <br /> <br />AUGUST 9, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, August 9, 1977, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, <br /> <br />viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; <br /> <br />L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held July 26, 1977, and of its special meeting held August 8, 1977. <br /> <br />With reference to the question raised at Council's July 26th meeting, concerning <br /> <br />the role the City's Recreation Department has been assigned in connection with Federal <br /> <br />assistance (for those citizens qualifying) towards the payment of fuel-utility bills, <br /> <br />City Manager Noland reported that some seventy applications for such assistance have <br /> <br />been filed, of which only one has been for assistance toward paying a City utility <br /> <br />bill. <br /> <br />And, with reference to the notice from the Virginia State Library, as presented to Council <br /> <br />at its July 26th meeting, indicating an allocation of State-Federal funds to the Blue <br /> <br />Ridge Regional Library for 1977-78, subject to agreement by the several local governing <br /> <br />bodies (within the region served by said Library) that such funds may be expended, <br /> <br />pursuant to the regulations of the Virginia State Library Board, several members of the <br /> <br />Regional Library Board and Mrs. Betty M. Ragsdale, Director of the Blue Ridge Regional <br /> <br />Library, appeared before Council and presented certain supplementary information <br /> <br />pertaining to said notice and allocation, following which presentation Council <br /> <br />unanimously authorized the execution by the City of an agreement certifying that the <br /> <br />allocation of $39,355.00 in State aid and the allocation of $15,303.00 in Federal aid, <br />
