<br />43 <br /> <br />MONDAY <br /> <br />AUGUST 8, 1977 <br /> <br />INTRODUCTION <br /> <br />1. AUTHORIZATION <br /> <br />The work described herein was presented to the City of <br />Martinsville (City) in a Letter of Proposal dated November <br />12, 1976 for Work Order MW-6238-HPl-MA. The work was <br />subsequently approved by the City Council on December 14, 1976. <br /> <br />2. SCOPE OF WORK <br /> <br />The approved scope of work included the following items: <br /> <br />.- <br /> <br />a. Develop technical, economic and environmental <br />parameters for analysis of potential hydroelectric sites. <br />Such parameters would include drainage area, available head, <br />annual flows, estimated power output, estimated value of <br />power, allowable installation costs, environmental <br />considerations such as location in environmentally <br />sensitive areas and where significant fish and wildlife <br />problems exist, estimated degree of difficulty in obtaining <br />FPC license, etc. <br /> <br />b. Develop general ranges of criteria for the above <br />parameters to be used in the survey. Such limits would <br />include the size of installation to be considered (possibly <br />nothing less than 10,000 kW), plant factors to be considered <br />(possible not less than 30% for new plants), possible <br />transmission difficulties, etc. <br /> <br />c. Identify appropriate potential sites included in <br />previous reports by the Federal Power Commission, and make <br />up a map reconnaissance of the State to locate other sites <br />not mentioned by the FPC. Some potential sites have already <br />been identified by us in our previous work in the State. <br /> <br />d. Collect and review available data on the appropriate <br />sites including general hydrology, topography from USGS <br />quadrangle map, and existing transmission lines. <br /> <br />e. Assess and tabulate the sites utilizing the parameters <br />previously described. <br /> <br />f. The sites previously identified by the FPC, in many <br />cases, would be inappropriate for development by municipal <br />utilities, especially relating to overall environmental <br />effects, but could be appropriate to develop to a smaller <br />level. This is also true of sites selected by a map re- <br />connaissance. We therefore propose to conduct a field <br />reconnaissance inspection of selected sites which appear <br />
