<br />~o <br /> <br />TUESDAY <br /> <br />JUNE 14, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, June l4, 1977, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., with all members being <br /> <br />present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />_. <br /> <br />meeting held May 24, 1977, and of its special meetings held May 3l, 1977 and <br /> <br />June 7, 1977. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />the City Manager's proposed City Budget for the fiscal year ending June 30, 1978. <br /> <br />In connection therewith, the following citizens (present) offered the following <br /> <br />comments: <br /> <br />".- <br /> <br />(1) Mr. Robert N. Crockett, of Mountain Road -- expressed the op1n10n <br />that the City should be operated as private businesses are operated <br />and, inasmuch as the City's population is not increasing, the City <br />should not add any new employees, such as are proposed in the <br />recommended 1977-78 City Budget; <br />(2) Mr. David Gleasman, of River Forest Place -- recommended that City <br />lay groundwork for future years and should plan therefor in <br />anticipation of increasing expenses, meanwhile taking advantage of <br />Federal grants and/or funding, a project to which the proposed <br />Administrative Assistant to the City Manager might be assigned, <br />with such Assistant also handling personnel work; <br />(3) Mr. George B. Adams, of Mulberry Road -- inquired as to surplus <br />balances projected, as to the disposition of excess Electric <br />Utility income, and as to debt service reductions; <br />(4) Mrs. Estelle Gilbert, of Greyson Street -- opposed the employing <br />of an Administrative Assistant to the City Manager; and <br />(5) Mr. Robert T. George, of Jefferson Street -- expressed opinion <br />that City should take advantage of Federal funds to meet future <br />needs but should not "cover" recurring expenses with non-recurring <br />revenue, and should employ a Personnel Director-Grants Coordinator. <br /> <br />Council West, commenting on citizen reaction he has received in connection with the <br /> <br />proposed budget and, also, to Federal grants, reported that such citizens oppose the <br />
